9.The Policy
Panel supports the Santa Maria Valley schools’ efforts in providing
comprehensive, coordinated alcohol and other drug prevention and intervention
programs developed and implemented at all primary, secondary and college levels.
The programs should incorporate proven effective teaching and counseling
strategies targeting both students and parents; include collaboration with
appropriate community-based organizations; and be evaluated continually to
assess effectiveness.
10. The Policy Panel supports the Santa Maria Valley schools’ maintenance of a
zero tolerance policy and the vigorous enforcement of it. Emphasis is placed on
parent involvement in policy development and the early intervention for youth
and families.
11. The Policy Panel supports the Santa Maria Valley schools’ provision for all
teaching staff, coaches and other adults with student contact to have training
and support in recognizing, intervening, and referring students in possession or
under the influence of drugs, including alcohol. The training should include
discussion of personal responsibility, role-modeling behavior, and values
clarification on issues related to youth substance use.
12. The Policy Panel recommends that all schools in the Santa Maria Valley and
school-related organizations develop specific written guidelines for
alcohol-free fundraisers and other events.
13. The Policy Panel recommends that school boards work with local government,
business and civic organizations to make school campuses and other community
venues available for safe, alcohol-free after- school and weekend activities for
youth.
14. The Policy Panel recommends that Santa Maria Valley school districts develop
a policy to notify local law enforcement and/or the Department of Alcoholic
Beverage Control of retail outlets identified as locations of sale or service to
minors. The policy should empower students, parents and all other community
members to report youth access locations. Schools could, for example, list phone
numbers for anonymous reporting in Parent Newsletters.
15. The Policy Panel recommends that the schools in the Santa Maria Valley
incorporate the principles of Asset Development and that they enrich our youth
not only with academics but also with inner strengths and positive traits which
will in turn not only enhance their academic performance but will make them more
resistant to the negative pressures that today’s youth face.
